I have the honour to transmit for your considerat-

ion the enclosed copy of a letter from the Hongkong General

Chamber of Commerce complaining of the hindrance to trade caused

by the expense of telegraphing en clair under the present censor-

ship.

I am of opinion that the complaint is well founded

and I consider that in the circumstances a reduction in charges

might reasonably be made.

I am aware of the difficulties in the way of get-

ting the many interests involved to agree to a reduction, but if

anything can be done to attain that desirable result it would be

much appreciated by the Commercial Community.
